Nuridin Khaliknazarov was born in 1968 in the city of Asaka. He completed his studies at the Miri Arab Madrasah in 1992, followed by the Imam Bukhari Islamic Institute in 1998, and later earned a degree from Fergana State University in 2007.

Throughout his career, Khaliknazarov has held various positions, including Imam-Khatib of the Ahmadali Mahdum Mosque in Asaka and Imam-Khatib of the Ak Tepe Mosque in Tashkent. His dedication to Islamic education is evident, having served as a lecturer at the Kukeldash Madrasah and at Sayyid Mukhiyiddin Mahdum in Andijan Province. He also assumed the role of Chief Imam-Khatib of Andijan Province.

In August 2019, Khaliknazarov was appointed Chief Imam-Khatib of Tashkent. His leadership was further recognized on October 19, 2021, when he was elected as the Chief Mufti of Uzbekistan and Chairman of the Muslim Board of Uzbekistan during an expanded meeting of the Council of Scholars under the Administration of Muslims of Uzbekistan.
